Transferring scooter ownership to non-ARC holder

I recently bought a new scooter and would like to give my old one to a coworker. However, he doesn't have an ARC (I guess he's doing visa runs). Does anyone know if ownership can be transferred to a foreigner without an ARC?

After more research, I found out that apparently foreigners do need an ARC to get a scooter registered.

If someone has experience to the contrary, please let me know.

Yes, that's right. You have to be a resident to register a vehicle in Taiwan, which makes sense.
